Press the gauge squarely on the valve stem. If you hear air escaping, reseat it.

A tire is cold after the vehicle has been parked for 3 or more hours, or driven less than 1 mile (1.6 km) at moderate speeds.
Remove the valve cap, press the gauge on squarely, and compare the reading with the size in this year's table. Add or release air, recheck, and install the cap. Check every tire, including the spare.
The 2019 checking table adds 255/60R18 at 36 psi. It does not print the 2020 supplement's 38 psi high-speed row.

Yes. The book says the recommended pressures are on the certification label or the Tire and Loading Information label. The checking table prints the figures for the original sizes it lists.
